"The City Council of Moncalieri
1. Protects the right to drinking water by ensuring universal access to citizens' individual and collective resource.
2. For all purposes under the current legislation, the integrated water system is declared a public service local non-profit.
3. In compliance with the law, the ownership of water supply and distribution network is public and inalienable, network management and delivery of water services, including their indivisible, are implemented exclusively by public authorities or companies entirely.
4. Is committed to ensuring the citizens of the municipality the highest quality and efficiency of integrated water services, water conservation, rational use the resource, accessibility for all, fairness of fees through a system that protects the most vulnerable and encourage water conservation.
5. Official commitment, clear and limpid, with modification of the Municipal Statute in defense of public property management service, in particular, against all forms of water privatization "
